Board
The BHI Team
BHI is governed by a Board of Directors, many of whom share the experience of having loved ones who were affected by substance use and/or mental health concerns. Collectively, their expertise spans a broad range of business experience to advocacy to mental health services.
Stephanie Gilrein
Executive Director
Stephanie has been working with BHI since 2022 and was instrumental in developing and launching the PASS program. She served as the PASS Program Director as well as the PASS Supervisor and is excited to step into a larger role within the organization as Executive Director. Stephanie is dedicated to creating environments where youth and young adults feel safe, valued, and empowered.
Stephanie received her B.A. in psychology from the University of Rhode Island and is a certified yoga instructor, teaching on the Cape for over a decade.
Stephanie J. Briody, Esq.
Co-Founder
Stephanie is an attorney and CEO of BHI. At BHI she works to identify the gaps in support, from prevention to sustained recovery, for youth and young adults struggling with substance use challenges. She was instrumental in convening and engaging the community partners needed to launch Alternative Peer Group (APG) program for teens with a history of substance use, as well as the Cape Cod Positive Alternatives for Student Support (PASS) program. Through BHI she aims to build a continuum of supports for young people.
She is committed to reversing the rising tide of overdose deaths and addiction that is killing our young people and devastating families.
Sheila House, MS, LMHC
Board Chair
Sheila has been working with young people providing counseling and support to teens and their families for the past 30 years. Although recently retired from her position as the Director of Youth and Family, she continues to collaborate with schools and non-profits on programming that promotes the resilience of teens struggling with substance use and mental health challenges.
Sheila believes that authentic connection, mentoring and playing to strength can provide a stable foundation for youth who are trying to find their way out of enormously stressful challenges. When kids feel safe, and have positive sense of self, growth is inevitable. It is what every child deserves. It is what we hope for them.

Krystal Solimine
Board Director
I am a proud Cape Cod native and have always looked for ways to give back to my community. I have a background in Human Services and Financial Services. I currently work for Cape Cod 5 as a Loan Quality Control Operations Coordinator and also provide private care for an adult with Special Needs.
When I learned about BHI and its mission, I couldn’t help but wonder how many lives this program might have saved – including those of former classmates, friends, and family members I lost to mental illness and/or substance use. I knew immediately that I wanted to be part of BHI and help continue its important work. I see BHI as more than a program; it is a gift that can truly change lives. I am honored to be part of BHI and to help support future generations on Cape Cod.
Toni Rubino
Board Director
Toni is a relationship-driven community advocate with a genuine passion for helping people access the support they need to heal and move forward. Over the last several years, Toni has focused her work in the behavioral health space through business development and outreach, building meaningful connections with programs supporting alcohol and substance use disorder (SUD/AUD) and mental health. Prior to transitioning into behavioral health, she spent 20 years in business development within the financial services industry—experience that shaped her collaborative, relationship-focused approach to building trust and long-standing partnerships.
Returning to higher education later in life, Toni began her academic journey at Cape Cod Community College before transferring to Curry College, where she earned a bachelor’s degree in Communication with a minor in Psychology. Deeply rooted in Cape Cod, she is committed to building and maintaining strong relationships across the region and throughout New England, helping expand awareness of treatment resources and reduce barriers to care.
